Not sure about the direction of bit shifting, but i think this algorithm will work.

int countBitOne( int iInput)
{
unsigned int testVal = 1;
int counter = 0;

for( int i =0; i< (sizeof(int) * 8); i++)
{
if( testVal & inPut)
counter++;

testVal>>1;
}

return counter;
}
