you need to have a break for the else condition of if (citation[i] > w) w++;

i.e,
if (citation[i] > w) w++;
else
break;

Because I think what they want is consecutive .

do a binary search on by comparing (array[index]-index)

This won't work, consider a case like this [1,1,10,10,10,10,10,10]. Your binary search will end immediately and will return 8.
