The JVM doesn't decide that, AFAIK. Your program just hangs if a deadlock occurs.

Deadlock normally happens on circular dependency between threads. When it happens, threads are waiting for others to release resource and the program appears dead. JVM can't detect that and it should be prevented in software design stage.
