If allowed, you could keep a counter and a loop threshold such that for every iteration, the counter can only change up to that threshold.

MAX_THRESHOLD = N

COUNTER = 0

while in LOOP
if COUNTER < MAX_THRESHOLD:
continue to execute code
else:
break

Here N is finite, how can you conclude that if one loops more than N times then it will surely go till infinity. Lets say N = 200000000000000 but that doesn't mean that a loop that ends at 200000000000001 iterations is an infinite loop.
