I think User case is to define project requirements before project start.
and Requirement specification is to give project specific details.

Use cases is just one way of documenting potential requirements of new systems,changes of software.Describes how end users interact with systems or systems with other systems to achieve an end objective.

Requirements specification is the complete deal and must be documented, actionable, measurable, testable, related to identified business needs or opportunities, and defined to a level of detail sufficient for system design. Requirements can be architectural, structural, behavioral, functional, and non-functional.

Used cases are for describing how and why end user want to use the system while requirement specification mention about how user requirement can be matched with current sytem design.

Use Case is a diagramatic representation & flow of a system.
Where as Requirement specification is systematic document which contains all the project details.

example

a library mangement system will have following use case - high level story
--> Borrow a book
--> Return a book

Requirement Specifications - detail level things
---> Books can be borrowed by a person having library card in timings 0900 to 1200

Use Case normally uses in Agile Development where a feature will be applied in a scenario base. Usually customer centric.

Requirement Specifications is more commonly see in Waterfall where detail description of features, architecture, environment, integration, etc...
