Well, it all depends how big the database is. If the database is as big as say, a library, the best way to go about this would be to have Patricia TRIE. Patricia is a TRIE based algorithm which creates a node on those bits where it differs from its parents. This way, as database goes bigger and bigger, our search complexity does not go bad.

In order to maintain count of words/phrases, the best would be to add count field in the node that carries the word.
