As parallel computing is focused on the no. of processors. If we take the time consideration there are two phase of time i.e. local and global which combines partial results to make final result create no large difference in time of execution. So circuit complexity considered for determination of parallel processing as parallel computers reads and write the data from same memory location and no two can write simultaneously at a location.Also there takes place the data routing between the processors create cost delay if very complex.

I think the answer is B from software view because data switching is the most expensive operations in parallel processing.

And you need to ask more backgrounds of this question since the answer would be different in different situation.
