it will be a priority encoder. IOW, it will be a series of 2:1 multiplexers. If you don't need to guarantee a certain priority for the signals, then you should use a case statement instead.

The simplest if-elseif-else would be realized in logic element like multiplexers.

That's right. Also, if you are using FPGA for implementation, mostly the LUTs will be used as the Logic Elements.

Result in combinational logic or flipflop depending on the sensitive lists
