At first pass I would suggest the following algorithm:

2 see how many points falls within [min,max] angle
3 increment [min,max] by the fixed angle so that next range is [min + fixedAngle, max + fixedAngle]
4 repeat step 2-3 while the min degree in [min,max] is less than 360.
One key point is in step 2. How do we determine how many points fall within [min,max] angle?
- 1 go through each points, find its angle, if its in between [min,max] save that point in list
- 2 or preprocess points into bins of [min + fixedAngle * i, max + fixedAngle * i].
- 2.a then simply check the proper bin
