static + const = initialize immediate where u declare
static = initialize outside class body in global scope
const or referance= they can be initialized only in constructor initializer list not inside constructor body

class Student
{
const int i;
static const int j = 10; // this can be initialized here only
int &ref;

public:
Student() : i(1),ref(i)
{
//if u do here like
//i = 1;
//ref = i;
// compiler flag error
}

int Student::j = 2;// static u can initialize here

int main()
{

}

But what if const is not initialized in member initializes list? And I want to initialize it. How to do that? is there any way? can we use const_cast operator for initializing it?

may be you can use enum type in class instead const.
