2.Check whether site is blocked in India
3.Check Whether user entered com or in
4.Check whether user is blocked this site in Browser settings
5.Check whether user is blocked this site in anti virus settings
6.Check whether amazon server is down which is maintaining India
7.Check whether that user is blocked like fraud user
8.Check spelling mistake in URL
I think it will be good idea to clarify about specifically, Website not working, Is it that website doesn't render properly with UI components or Website doesn't even open on the Web browser. Considering the URL is valid and no spelling errors try following :
1. Check if the website can be opened in Other Web Browser.
2. Check if website can be opened on Different Mobile Devices
3. Check if third party application (such as anti virus) is blocking incoming network etc , if website is viewed on Desktop.
4. If on mobile/desktop if network connection is correct..
5. Check if the web browser is missing any extensions for viewing site.
6. Check if Site has any special timezone restrictions/country restrictions.
7. Same can be verified on Mobile devices.
Try these steps again on different browsers / with restarting the browser or system.
The first thing the interviewer is expecting here is that you ask what does he/she means by "not working". It's a test of your ability to ask questions and clarify situations. After you get to a clear description of the issue, you can then start troubleshooting steps that targets the specific issue.
Here are some basic scenario

6. Test the ip address of the system.
7. Check that the website is available for india locale or not.
8. Check the firewall setting.

11. Restart the browser.
12. Try to open the app on some other location by using some proxy site or app.
13. Try to reinstall the browser.
14. Check the timezone.
15. Check the url of the website.
16. Check if the antivirus is blocking the website.
17. Check if the web server is down for maintenance.
18. Check the domain name of website, let say in US domain is .com and in india domain is .in
19. Check if your service provider has blocked the website, sometime your service provider block some website.
20. Try to refresh the webpage 5-8 times due to lack to internet speed.
