Just do sorted insertion for deletion case it take constant time (same as heap case) and for insertion it will take linear time O(N) instead of O(log(N)) cost increased for choosing improper datatype.

Priority queue need not be implemented only in heap. Why not have the doubly linked list in such a way that all the nodes are inserted appropriately (based on priority) such as head gives the one with max priority? Tell me if i'm missing anything.

sort the doubly linked list and maintain pointer at the middle elements. Thus searching and inserting is n/2

But that is still O(n) although it is a faster implementation.
