The sequence of APIs for TCP server socket are:

socket() //CREATING A SOCKET
bind() //BINDING THE SOCKET CREATED TO AN IP ADDRESS AND PORT NUMBER
listen() //THE SOCKET IS ENABLED TO LISTEN FOR CONNECTION REQUEST FROM CLIENTS AND ALSO SPECIFIES THE SIZE OF THE QUEUE WHERE THE REQUEST WILL BE BUFFERED BEFORE HANDLING
accept() //ACCEPTS THE CONNECTION FROM A CLIENT
send() and/or recv() //ACTUAL TRANSACTION OF DATA ACROSS THE CONNECTION ESTABLISHED
close() //CLOSING THE TCP CONNECTION AND FREEING THE SOCKET OBJECT

It is better to have setsockopt() function after socket creation....

socket() create a socket
bind() binding to the socket created to an ip and (well known} port
listen() listening on the socket for connection requests
accept() waiting to accept the connections and creates a new socket for communication to the client
recv() recv's the data
send() sending data to the client using accepted socket
close() closing the tcp connection
