Round doesn't have sharp edge
Round can be closed on any direction
Round because it can easily fit human in with less area
Round because it can easily be moved from an area to another by rolling it
Steel because it's cheap
Steel because it's strong

If u use square or rectangular type things their diagonal lengths are more.Hence there is lot of chance that these plates can fall inside the hole through diagonal.

round has largest area by same amount of material.

holes are round? So if you want to cover it, use round manhole.

Manhole covers are round so they can't fall into the hole. A square cover (which exist) can be angled and will fall into the hole.

Steel is used for strength to withstand the weight of vehicles. It has the highest strength for cost. A degree of weight is also required to keep the cover from flipping if pressure is applied to one end only, as when walking or driving across it.
