stdout needs to be new line terminated for its output to be flushed to the screen but stderr does not need its output to be newline terminated. So output is

hello-errhello-err and so on..

the output will be hello-errhello-err.......till the stdout buffer gets completely filled at which moment the whole output from stdout will be written to screen.
so output will be:
hello-errhello-errhello-errhello-err........hello-outhello-outhello-outhello-out......

Is this platform/compiler specific somehow? Because I ran the same program on codeblocks as a .cpp program on windows and it printed both hello-out and hello-err

The stream stderr is unbuffered. The stream stdout is line-buffered when it points to a terminal. Partial lines will not appear until fflush() or exit() is called, or a newline is printed.
Typical buffer size 1K bytes for stdout.
