Brilliant implementation but as tarun mentioned 3rd query cannot be done in O(1) since it takes O(n) to find the city and O(1) to find the state and country.
So O(n)+O(1) rounds off to O(n)

Nice solution varun.
One correction
after checking if(arr[pos]<=0)
apart from incrementing pos a continue statement can be given to continue the loop process from the beggining
i.e
if(arr[pos] <= 0){
pos++;
continue;
}
Am i right?
