Although it seems like a silly question, I believe the interviewer is determining how you approach testing in general. Testing a cheeseburger is a rather broad question, so as a QA tester, it's your responsibility to understand what exactly you are testing for.
I would ask the interviewer the following questions:
1. What are the use cases we are testing the cheeseburger for? Are we testing the taste, appearance, nutritional value, etc? Or is the issue something much bigger like, can adding a cheeseburger to a restaurant menu attract more customers?
2. Who are we testing the cheeseburger for and why? For example, are we trying to determine if young children who eat cheeseburgers they are very likely to become obese? Or simply if a customer agrees that the cheeseburger taste good or bad?
3. What are the bounds and limits that we will determine for the specific things we are trying to test? How would we determine 'taste' for example if we are testing?
4. What are the limits and breaking points of testing the cheeseburger? If we are testing for taste for example, how do you determine if something is good vs bad?
5. After determining all the specifics of "why" a cheeseburger needs to be tested, then you can start writing up your different test scenarios to determine the behavior of the cheeseburger you are testing.
