Depends on when the hiring committees get to your packet. A delay in response gives no reliable indicator of a yes/no status.

It just means there is a delay.

Even if the hiring committee has gotten to your packet, the recruiter might be off etc. Note that there are multiple committees your packet has to go through. The recruiter might choose to inform you whenever (but they typically try to say something after the hiring committee decision).

Thanks for your reply.

Do you think it is appropriate to email my recruiter asking about the current status of my packet evaluation? Their decision (and my knowing of it) has an effect on whether I'm going to actively apply to and interview with many other companies.

Yes, you can always ask the recruiter (but don't pester them too much). Might serve as a reminder to them. They are usually swamped, so a reminder will help.
