This is a bird's-eye-view of how sysctrl works:

Realize that all your keypresses are hardware events to a kernel. All these events HAVE TO pass through the kernel EVERYTIME.

Most of the time, the kernel just passes it along without messing with it directly to the tty controlling process, usually X.org.

In the special scenario you have the sysctrl key pressed, it now scans the keypress event and does an assigned job.
