isn't it the optimal page replacement algorithm?? It is difficult to implement though.. but so far, optimal page replacement algorithm is reputed to produce the fewest page faults

The best Page replacement algorithm is Belady's optimal algorithm. It is practically not implementable. However all other replacement algorithms strive towards hit rate of Belady's optimal algorithm

LRU, MRU, FIFO, 2-FIFO, ARC.....

Best algorithm also depends on reference pattern
