Quick and dirty ...
- No check for overflow

int my_atoi(const char *s)
{

  int mval = 10;
  int val=0;

  for (val = 0; s && *s >= '0' && *s <= '9'; s++)
      val = val*mval + (*s - '0');
  return val;
}

To generalize it to any radix,

1. Change mval to radix (2,8,16 etc.)
2. The loop invariant should be changed to check for values between '0' and radix-1
2.a. Hex alphabets will need to be handled specially
