latency : interval between data request time and data retrieval initiating time
throughput : quantity of data per unit time

difference : it may be differ from characteristic of storage device, big chunk of data with less frequent will be more influenced by throughput(if data is clustered) and small chunk of data with more frequent will be more influenced by latency.

considering characteristic of storage device, harddisk has relatively high throughput than it's latency and RAM is relatively good latency than it's throughput.
it means good disk scheduling and data clustering may improve harddisk performance.
