You will need atleast 3 classes namely, Employee, Client, and Attribute. The class Attribute consists of 4 key properties namely; emp, cli, att, and val; In addition, it has a pointer to Attribute object. This pointer is a lateral pointer point to another attribute the same <emp,cli> pair. The Client object hold a list of attributes with different emp.

Since we can observe that the number of client company is much less than the number of employees. Hence, it is much quicker to locate cli first and from this object, locate emp, then finally locate attribute.
For set(emp,cli,att,val) it only take O(m+n+o) where m is cli, n is emp, and o is attr. Of course all the rest also take O(m+n+o).
