Also they havent mentioned that your "get" requests have to return values at second/minute boundaries. They could be rolling window. For Ex: If current time is 10 PM 48 min 56 sec 77777777 ns, then the getRequestsInLastSec request should return the num requests between 10 PM 47 min 77777777 ns to 10 PM 48 min 56 sec 77777777 ns.
